Researches on the China's Rural Vitalization Strategy from Several Dimensions

摘要 乡村振兴战略主要基于要素非农化、劳动力老龄化、农村空心化、环境超载化等深层矛盾,以及不均衡、短期化、虚假性等现实性严峻挑战而提出。乡村振兴是全新战略理念下的创新型发展,必须重点解决农业和农村发展中的突出问题,补齐现实短板,破解重大难题。乡村振兴的关键性战略路径包括全面深化改革为乡村振兴提供关键性动力,健全市场机制为乡村振兴奠定基础性支撑,强化城乡融合为乡村振兴创新体制机制,坚持发展提升为乡村振兴明确目标指向,推进适度规模为乡村振兴提供发展引领。推进乡村振兴战略必须防范过度行政化和过度形式化等潜在风险;应当把构建以乡村振兴规划体系为先导的约束机制、以土地制度改革为重点的动力机制、以优化政策体系为关键的支撑机制、以绿色发展为核心的引领机制作为突破重点。 The China's Rural Vitalization Strategy is brought up based on the practical serious cnauenge ~uc. a~ non-agriculturalization, aging labor force, rural hollowing-out, overload environment, imbalance, short-term and fictitious development. Rural vitalization is an innovative development under the new strategic concept. We should focus on solving the prominent problems in the development of agriculture and rural areas, and improving the weakness in reality and solving the major problems. Key strategic path of rural vitalization includes five aspects, that is, comprehensively deepening reforms provides critical motivation for it, perfecting the market mechanism lays the fundamental support for it, strengthening the integration of urban and rural areas revitalize the institutional mechanism of innovation for it, adhering development and advancement well defines goals for it, and promoting the appropriate scale of development provides guidance for it. To promote the China's Rural Vitalization Strategy, we should guard against potential risks of excessive administrative and excessive formalization. We also should put building on a rural revitalization planning system as the constraint mechanism, put reforming land system as the dynamic mechanism, put optimizing policy system as supporting mechanism, and put green development as leading mechanism. These are the core to break through.
