摘要
发展权是人权运动发展的最高形态,其鲜明标志是对实质平等的强烈渴望与追求.当前我国农民工市民化改革进入攻坚阶段,实现农民工市民化当务之急是确立发展权利平等的农民工市民化的价值基础,使其成为政策、法律、制度等的价值取向.遵循这一价值基础,必须确认农民工平等的发展权利能力,全面赋予农民工与城市市民平等的经济、政治、社会和文化权利,并建立针对农民工的社会政策支持体系.
The right to develop, marked by pursuit of the equality in essence, is the highest presentation of civil rights movement. For the moment, the reform to migrant workers ＇ urbanization in China has embarked on the road to the crucial period. To realize this goal is to solidify the value basis concerned and meanwhile, to guarantee the installation from legal and institutional systems as well as the migrant workers＇ multi-dimensional equal rights to develop.
