地方政府农村土地流转网络治理机制探索——以陕西杨凌示范区为例

The Exploration of Local Government's Innovation of Rural land Circulation Mechanism:A Case Study of Yangling Demonstration Zone in Shaanxi from the Perspective of Network Governance

创新农村土地流转机制是加快农业发展方式转变,推进新农村建设,解决"三农"问题的有效途径。以杨凌示范区农村土地流转的政府创新实践为例,研究地方政府如何通过网络治理实现土地流转中的多方利益共赢。研究发现:地方政府实施网络治理是创新农村土地流转机制的重要途径。依靠多元化、分权化的治理方式,统筹兼顾、协调协商的治理形式,信任为先、多方协调的治理机制,多方合作、共同参与的治理平台,能够有效整合政府、市场、社会各方资源,实现农村土地流转的治理创新。

Innovation of rural land transfer mechanism is an effective way to speed up the transformation of agricultural development mode, promote the construction of new countryside and solve the problem of ＂ag- riculture, countryside and farmers＂. In this paper, taking the Yangling demonstration area of rural land circulation of government innovation practice us an example, the authors show the study of the local gov- ernment through the network governance to achieve multiple benefits in the land circulation win-win. It found that： the implementation of local government network governance is an important way of rural land transfer mechanism innovation, network governance diversified, decentralized management; overall plan- ning, coordination and consultation in the form of governance; trusting governance mechanism first, multi- party coordination; cooperation and jointly participate in the management platform, which will be effec- tively integrate the government, rural market and society resources, realize the governance innovation of rural land circulation.
