On the Four Layers of New Momentum and Its Practical Strategy

新动能是在党的十八大以来,我国政府提出并高度重视的一个经济决策新概念。新动能从内涵上讲,就是指一个国家或者地区发展的新能量和新能力,也就是创新能力或者先进生产力。新动能与新经济结合起来,就自然构成一个新型的发展模式。在市场经济体制条件下,新动能是由四个层次的要素构成的一个整体。培育发展新动能,必须正确处理好新动能与传统动能的关系,同时,根据党的十九大报告关于加强培育新动能的精神和要求,科学选择培育对策。

The new momentum is a new economic decision concept brought up and highly valued by national government,since the 18 th National Congress of Chinese Communist Party.From connotation, the new momentum refers to new energy and new ability of a country or region's development, that is, refers to innovation ability or advanced productivity. New momentum is combined with new economy, hence naturally forming a new development scheme.Under the condition of market economy, new momentum is composed of four layers of elements as a whole. To cultivate and develop new momentum, it is essential to correctly handle the relationship between new momentum and traditional momentum, meanwhile, scientifically select cultivation strategy according to spirit and requirement of enhancing momentum cultivation, with respect to the report of 19 th National Congress of Chinese Communist Party.
