推进中国城市综合治理进入新时代,需要明确城市综合治理的范畴主要在于城市安全与风险防范、城市规模与人口控制、智慧城市与大数据库、城市共建与社区自治、综合执法与精细管理、市民需求与公共服务等方面。在中国发展以城市为主体、城市区域发展格局有重大调整、一些超大城市的功能也在进行新的定位这样的基本背景下,推进的主要路径有:依据不同城市性质规模,实施分类指导政策;夯实城市基层治理基础,重视业主地位作用;降低城市生活成本,提高市民生存质量;大力发展智慧城市,注重"致知"和"至简";加快推进公众参与,多元主体治理城市;精准实施法治管理,精细考虑人性特点等。

To promote the comprehensive management of Chinese city into a new era needs clear the city com- prehensive management category mainly lying in the city safety and risk prevention, city scale and population control, smart city and a database, city building and community autonomy, comprehensive law enforcement and fine management, public demand and public service etc. The basic background is the city as the main development subjuct, city regional development pattern has a major adjustment, some large city functions in the new lo- cation. The main paths are ： according to the different nature of the city scale, the implementation of policy guid- ance ; tamping the foundation of city grassroots governance, paying attention to the position of owners ; reducing the city life the cost, improving the quality of life of the public ; vigorously developing the wisdom of the city, fo- cusing on ＂knowledge＂ and ＂simple＂ ; promoting public participation, multi-governance city ; aceurating implementation of the rule of law management, considering the characteristics of fine human nature.
