地方统筹:高等教育治理的新思维

Local Co-ordination:A New Idea on Higher Education Governance

高等教育治理不仅是中央政府的责任,地方政府亦责无旁贷。高等教育治理地方化的路径在于地方统筹,地方统筹是我国高等教育治理的新思维。政府在统筹治理地方高等教育过程中不能缺位,其角色应从服务直接提供者向使能者转变。当前推进我国高等教育地方统筹需在整体搭建纵向多中心治理结构与横向多中心治理结构的基础上,协调好中央与地方、各级政府与高校之间的关系。

Higher education governance is not only the task of the central government, but also the task of the local government. And the way to higher education governance locali- zation is co-ordination of local government, which is a new idea on Chinese higher education governance. It is essential for the local government to play an important role, transforming from the direct service provider to enabler in co-ordinating local higher education governance. At present, to impulse local higher education co-ordination, the relationship between the central government and the local government as well as between the local government and lo- cal universities ought to be carefully dealt with, based on the construction of longitudinal and horizontal multicentered governance structures.
