绩效提升视域下产业扶贫瓶颈与路径优化分析——来自甘肃省漳县沙棘产业的调查

An Analysis on Bottleneck and Path Optimization of Poverty Alleviation in Industries from the Perspective of Performance Improvement: An Investigation on Seabuckthorn Industry in Zhang County, Gansu Province

文章选取黄土高原地质贫困地区特色产业,通过建立指标体系从经济发展、社会保障、农户素质、长效机制综合考量扶贫效果,并引入三角模糊数改进层次分析法,定量分析甘肃漳县沙棘产业化扶贫绩效水平。发现其绩效提升过程中主要发展瓶颈表现为:产业发展长期停滞不前、经济发展效益尚待挖掘、社会保障效益低下、农户参与产业能力提升缺乏推动力、可持续发展能力受限。为此,文章提出基于减贫与生态耦合目标下的产业扶贫路径优化策略:加强政府统一规划管理与行政支持、培育龙头产业发展深精加工、鼓励发展农民专业合作社、农户人力资本培养。

The paper chooses characteristic industry of poor area in the Loess Plateau, analyzes poverty alleviation effect from economic development, social security, farmer quality and long-term mechanism, by introducing triangular fuzzy number to improve analytic hierarchy process, quantitatively measures the level of poverty alleviation performance of seabuckthorn industry in Zhang County of Gansu Province. The research shows its development bottlenecks are mainly characterized by industrial development has long been stagnant, the potential for economic development is yet to be tapped, social security benefits are low, farmers＇ capacity participating in industry lacks of impetus and sustainable development capacity is limited. Based on poverty reduction and ecological coupling under the goal of industrial poverty alleviation, path optimization strategy include strengthening government management and administrative support, cultivating leading industry to develop deep processing, encouraging development of farmer professional cooperatives and human capital training.
