从考核指标的演进观浙江小城市培育之路

Research on Cultivation of Small Cities in Zhejiang through Evolution of Assessment Index

小城市的建设和发展在我国新型城镇化道路进程中有着无法取代的作用。一直以来,浙江省非常重视小城市的发展,并于2010年开展了首轮小城市培育试点工作,而2017年则是浙江第三轮小城市培育试点的开启之年。本文以浙江省三轮小城市培育试点中指标体系的传承与演变为切入点,剖析小城市培育指标考核体系的演化规律,从而把握小城市培育的重点方向。研究发现,三轮指标体系对小城市的综合集聚能力、社会民生发展、人居环境改善、体制机制创新等方面尤为关注;指标体系的设计在重视考核工作延续性的基础之上,亦看重其新背景下的时效性和适应性。

Construction and development of small cities has an irreplaceable role in the process of new urbanization in China. All along, Zhejiang attaches great importance to the development of small cities and launched the first round of small cities cultivation in 2010. 2017 is the opening year for the cultivation of the third round of small cities in Zhejiang. This article takes the inheritance and evolution of the index system in the cultivation of small cities as the breakthrough point and analyzes the evolution law of the index system of small cities cultivation so as to grasp the focus of the cultivation of small cities. The study found that the three round index system attached particular importance to the comprehensive gathering ability, the development of social and people＇s livelihood, the improvement of human settlements, the innovation of system and mechanism of small cities. The design of the index system attaches importance to the continuity of the assessment work, and also pays attention to the timeliness and adaptability under the new background.
