Thoughts on the Pre-project Work of Railway Construction in the New Era

项目前期工作是投资决策的依据,也是建设工作的源头,科学有序开展前期工作、切实提高前期工作水平,是实现铁路可持续发展的必然要求。在梳理总结2004年中长期铁路网规划发布以来,铁路建设项目前期工作发展历程的基础上,结合党的"十九大"精神,分析了我国经济社会发展进入新时代,铁路发展所面临的新形势和新要求,提出了新时期推进铁路前期工作的相关思考和建议。

The work for pre-project is the basis of investment,and also is the source of construction work. With reasonable preliminary work, the level of preliminary work would be effectively improved, which is the requirement of sustainable development of railway. On the basis of sunmmrizing the development of railway construction pre-project work, since the mid and hmg term railway network planning which was issued in 2004, combining with the spirit of 19th CPC National Congress, this paper analyzes the new situation and requirements of railway development in the new era of economic and social development, and proposes thoughts and suggeslions on promoting the railway pre-project work.
