路地协作在新时代铁路发展中的实践与思考

The Practice and Reflection for RTE-LG Cooperation in the New Era

路地协作是融洽铁路运输企业与地方政府关系,增进彼此理解,推动结合部问题解决的有效途径。阐述了近年来中国铁路西安局集团有限公司在推动路地协作中,通过构建平等互利、包容信赖的协作关系,实现优势互补和路地共赢的做法和成效。结合铁路公司制改革,对企业如何进一步深化路地协作,主动融入地方经济社会发展,在实现企业转型的同时,更好地服务于地方经济社会发展,进行了思考。

The cooperation of RTE-LG （Railway Transportation Enterprise and Local Government, RTE-LG） is an effective way to improve mutual understanding and promote problems solving between the railway transportation enterprises and the local government. This paper focuses on the approaches and results of RTE-LG cooperation in Xi＇an during recent years. Combining with the railway corporate system revolution, this paper proposes an in-depth thinking which includes three parts： 1） how to deepen cooperation in RTE-LG; 2） how to integrate RTE-LG cooperation into the local economic and social development; 3） how to serve better for the local economic and social development while realizing the enterprise transformation.
