城投类企业参与PPP项目的案例研究——以杭州紫之隧道为例

Research on the Case of City Investment Enterprises Participating in PPP Projects:Taking Zizhi Tunnel in Hangzhou as an Example

随着城投类企业被逐步剥离政府性投融资职能,PPP项目覆盖城市基础设施和公共服务领域,成为城投类企业参与的一个重点。以杭州城投承建的紫之隧道项目为例,分析紫之隧道项目全寿命周期管理,总结杭州城投项目实施的经验,为PPP模式在城市大型基础设施建设中的运用提供参考。

Since city investment enterprises are gradually stripped of the function of government investment and financing,PPP projects which cover the urban infrastructure and public services become a key point in the participation of city investment enterprises. Taking Zizhi Tunnel in Hangzhou as an example,analyzes the life cycle management of tunnel project,and summarizes the experience of project implementation of Hangzhou city investment,in order to provide references for the application of PPP model in the construction of large-scale infrastructure.
