山东省环境保护与经济发展双赢的规制对策

Regulation countermeasures on the Win-win of Environmental Protection and Economic Development in Shandong province

我国如多数发达国家一样正经历"在经济发展达到中等发达水平之前环境随经济发展而恶化"的困境。作为中国的一个经济大省,山东省也面临同样的问题。此种两难发展模式极大威协广大人民的身心健康,背离社会发展的终极目标,制约经济的长期增长,由于环境资源的公共品性和环境污染的负外部性,仅靠市场机制则难以脱困。我们必须依靠政策环境规制来解决此问题。鉴于此,本文从山东省政府层面寻求环境保护和经济发展的"双赢"对策,包括环境规制绩效,制定处理环境污染的对策等。

China experienced the dilemma in which the environment deteriorates with the economic development before economy reaches the medium developed standard, as most developed countries have done. Shandong province was no exception as one of the most important provinces for china’s economy. Environmental problems greatly damaged people’s health and quality of life, departed from the ultimate goal of social development, and severely restricted the economic long-term growth. Because of the public nature of the environmental resources and the negative externalities of the environmental pollution, it is difficult to be solved only through market mechanisms. We must rely on Environmental regulations of government to resolve the problems. Based on the background mentioned above, this article searches for win-win countermeasures of environmental protection and economic development from the perspective of government regulation for Shandong province., which included environmental regulation performance, reasons and countermeasures of serious pollution.
