本文在分析我国单一的高教拨款制度存在缺陷的基础上,提出了多政策参数的拨款方式,引入市场机制,建立绩效指标评价体系,以逐步形成科学有效的拨款制度。

We analysis of a single flaw in the system of higher education funding on the basis of the policies , putting forward a number of parameters of the grants, bringing the introduction of market mechanisms and the establishment of performance indicators evaluation system so as to gradually form scientific and effective funding system.
