摘要
本项目主要通过探讨市场机制并借助以股权为主的科学激励方法,对人才、资金、成果、科技行政管理等科技资源进行有效整合,使各参与主体建立相对稳定的合作关系,以利于促进科技要素的合理流动和有效配置,减少科技资源的闲置和浪费,推动科技创新,提高科技贡献率。尤其是,利用金融工程技术,建立基于结构创新虚拟股票的人力资源激励制度和结构安排,并运用Black-Scholes期权定价模型进行定价分析,以提高激励制度的有效性。
By the discussion of market mechanism and scientific incentive methods based on equity,this paper analyses effective integration of scientific resources,such as talents,funds,scientific fruits,public administration,ect.,for the establishment of relatively stabile relationship among parties,to promote rational following and effective allocation of the resources,to reduce idle and waste,to push forward technology innovation and to improve scientific contribution rate.In particularly,using financial engineering technology,this paper builds a human resource incentive system and arrangement based on the structure-innovated phantom stock,and employs Black-Scholes option pricing model to analyze the stock value in terms of the system effectiveness.
