我国生态补偿制度建设面临的困境与路径前瞻——以云南省为例

Existing Problems and Path Analysis of Eco-compensation System Construction in China:Evidence from Yunnan Province

云南是我国生物多样性丰富也是生态环境十分脆弱的地区,生态保护与发展经济的矛盾极为尖锐,如何科学有序地推进生态补偿制度建设,是云南目前必须解决的重大课题。由于目前生态补偿制度建设还存在科技支撑不够、政策法规滞后、缺乏长期性和稳定性、融资渠道单一等问题,必须加快立法进程,为生态补偿制度建设保驾护航;明确轻重缓急,有序推进生态补偿制度建设;充分发挥政府和市场的互补作用;创新生态补偿方式,提供长效的生态补偿机制。

Yunnan province is rich bio-diversity also fragile ecological environment of the region,the contradiction of Ecological protection and economic development is extremely sharp,it is Yunnan province must solve important issue that scientifically and orderly propel eco-compensation system construction at present.Because many scientific and technological problems are unsolved,the laws lag behind time,lack of long-term and stability,fund colleting channels single related to the eco-compensation system,suggestions to accelerate the legislation process,develop eco-compensation under the umbrella of laws;implement an orderly of eco-compensation based on Yunnan province economic and eco-environment situation;play an important role in the government and the market complementary;innovate eco-compensation method,provide long-term eco-compensation mechanism.
