住房公积金制度发挥住房保障作用的前提是为住房困难者提供金融支持,但在我国现行的组织制度和劳动力市场制度框架下,公积金的保障作用存在很大局限性,需要采取多元化的政策手段,确保公积金制度发挥公平的住房保障功能。

The precondition of housing accumulation fund system playing a role in housing security is to provide financial support for people who are at a disadvantage in housing.But in our current organizational system and labor market system framework,the accumulation fund’s role is inadequate.So it needs to take diverse policies to ensure the fair housing security function which accumulation fund system should play.
