摘要
生态环境是经济社会稳定甚至人类生存发展的基础。生态红线划定对生态安全格局的维护、生态系统功能的保障以及经济社会可持续发展具有重要作用。通过总结莱芜市的生态环境特征、分析其环境问题趋势、水资源、森林资源和土地资源等方面的问题,合理划定莱芜市生态红线范围,确定禁止开发区、重点生态功能区及生态敏感区,并提出生态红线管控措施,可供其他城市借鉴。
The eco-environment is the foundation for the economic and the social stability, even human survival and development. By summarizing the characteristics of eco-environment, analyzing the trend of the environmental problems, the problems of water resources, forest resources and land resources in Laiwu city, the paper rationally demarcates the ecological red line in Laiwu city, determines and prohibits the development zones, the key ecological functional areas, the ecologically sensitive areas. The paper puts forward the supervision and control measures of the ecological red line, which could provide use for references in the other cities.
