The Development of Scientific Decision-making of the Communist Party of China Since Reform and Opening up and the Outlook on its Future Development

改革开放以来,中国共产党决策科学化经历了提出命题、逐步推进、日益深化、进入新时代四个阶段。中国共产党在各个阶段推进决策科学化既有共性又有特点:共性方面都提倡调查研究,强调决策咨询;个性方面有的阶段突出提倡决策论证,有的阶段突出加强决策信息支撑,有的阶段突出强调智库建设。中国共产党压茬推进决策科学化,为中国改革开放顺利进行并取得巨大成功提供了重要保障。继续推动决策科学化还需要提高决策过程协商质量、健全科学决策体制机制。

Since reform and opening up, scientific decision-making by the Communist Party of China has experienced four stages： namely, putting forward the proposition, moving toward step by step, deepening inside gradually and entering into the new age. The scientific decision-making in each stage shows both commonness and special characteristics. For commonness, the party advocates investigation and research and emphasizes in decision-making consultation. For characteristics, the party in different ages advocates personality demonstrated and highlights the decision information supported and construction of the Communist Party of China in promoting scientific decision making. The scientific decision-making provides the important guarantee for the success of China＇s reform and opening up smoothly. In order to promote scientific decisions, the party still needs to improve the quality of decision-making consultation mechanism for scientific decision- making mechanism.
