从“边缘”治理到“多中心”治理:边缘社区治理体制创新研究

From the Marginal to the Polycentric Governance Model:Research on the Innovation of the Marginal Community Governance System

在城镇化进程中,一些处于城乡交接的新型社区城乡二元体制纠缠、体制转型过渡色彩浓厚,同时一些传统社区治理体制落后、转型阻滞因素错综复杂,这些以新旧治理体制过渡、城乡二元体制交叉为特征的边缘社区,因其惯以施行的"边缘性"治理体制而诱发诸种社会矛盾与问题,故而面临着愈发艰难的治理体制创新过程和愈发艰巨的社会和谐稳定形势。针对边缘社区"边缘"治理体制在治理逻辑、治理主体以及治理机制等方面的困境表现,我们提出应以"多中心"治理作为边缘社区治理体制创新的路径取向,并基于政府、党委、市场以及社会视角的分别探析,寻求边缘社区"多中心"治理体制的全面建构。

IIn the process of urbanization, some new-type communities popped up at the conjunction point of urban and rural areas, which have features of both urban and rural systems and struggle for systematic transition. While at the same time, some traditional communities still have the backward governance system and face complicated elements hindering transition. These marginal communities, featuring the transition from old governance system to new one and overlapping urban and rural systems, have been experiencing difficulties in the innovation of governance system and maintaining social stability and harmony, due to various social contradictions and problems caused by implementing marginal governance systems. Based on the dilemmas regarding these marginal governance systems in the logic, subject and mechanism of governance, we suggested that the innovation of governance system in marginal communities shall target at the polycentric governance model. Explorations and analysis shall be made from the perspectives of government, party committee, market and the society, so as to frame the polycentric governance system on a comprehensive basis.
