摘要
职业教育协同治理不仅是完善职业教育和培训体系、推动职业教育现代化的重要举措,更是贯彻落实国家治理体系和治理能力现代化的重要内容。以治理论和协同论为理论指导,在宏观层面上,建立政、行、企、校、社、研多元主体协同架构;在中观层面上,健全校企合作双制双赢体制机制;在微观层面,完善现代职业学校制度,以此形成政府依法管理、学校依法自主办学、社会各界积极参与和监督的多元参与、共建共享、良性互动的职业教育协同治理新格局。
The coordinated management of vocational education is not only an important measure to improve the vocational education and training system and promote the modernization of vocational education, but also an important part of the modernization of national governance system and capacity. With the governmental theory and coordination theory as the theoretical guidance, at the macro level, a multi-agent coordination framework for government, banks, enterprises, schools, social institutions, and research institutes is established. At the meso level, a win-win institutional mechanism for school-enterprise cooperation is established. At the micro level, the modern vocational school system is perfected so as to form a new pattern of collaborative governance of vocational education in which the government regulates vocational education according to law, the schools run on their own in accordance with law, and all sectors of the society actively participates in and supervises over the schools, and characterized by multi-body participation, joint construction and sharing, and benign interaction.
