预防和控制城市艾滋病的联动机制浅探——以公安机关为视角

Construction of United Mechanism for Prevention and Control AIDS in Cities——From the view of police organ

随着艾滋病疫情在全国范围内的扩散,对于艾滋病的预防和控制工作成为社会关注的焦点问题。公安工作和艾滋病预防控制工作有着一定的联系,法律和职能的要求使得公安机关必须要积极参与到艾滋病的预防和控制工作中去。但是仅仅依靠公安机关或卫生部门的力量是有限的,必须整合社会力量,形成联动机制,以确保实现艾滋病预防和控制的实效。文章首先阐释艾滋病预防和控制工作的现状,分析了公安机关在艾滋病管理中存在的问题,以期探索出一条有效的管理途径,最后提出了构建一套公安机关预防和控制艾滋病的管理机制。

With the national Spreading of AIDS,Concerned prevention and control turns to be the focus of society;police have been in duty to participate in prevention and control;but efficiency can be achieved only if combining social forces into a united mechanism and functioning,therefore,Current situation as well as problems has been explained to search for an advanced management to construct united mechanism.
