情报主导警务与社区警务有机结合之途径浅探

近年来,以美、英为代表的发达国家警方着手调整警务战略,实施警务改革。其中,"情报主导警务"已成为继"社区警务"运动之后的警务改革的又一主导理念和工作模式,其思想根源根植于不断发展的警务管理及业务的新方式。实践看来,这种警务模式在提高警务效能方面有社区警务模式无法比拟的优势。新的警务模式——情报主导警务的学习、借鉴是否意味着对社区警务模式的否定?本文正是从两种警务模式的碰撞入手,找出了一条科学的解决方法。

Police in developed countries such as American and British police start to adjust police strategy and reform, between which, police service guided by information with the idea of constant development has turned into another working mode compared with community police affairs, in practice, the former occupies advantages over the latter;so, a scientific settlement has to be figured out to define its application.
