近年来,由于职责定位模糊、用人机制陈旧、教育训练滞后、评价体系错位、民警合法权益受到侵害、基层民警压力加大、民警健康状况不佳等因素的影响,基层公安民警的工作积极性受到了较大的影响。作者从坚持政策留人、坚持降"压"减"负"、坚持公正评警、坚持从优待警、坚持典型引路、坚持人才培养、坚持素质强警等几方面就如何提高和调动基层公安民警的工作积极性作了深刻的思考。

The great pressure and unhealthy state of police affects their working enthusiasm owing to the following reasons such as unclear responsibilities positioning,out -of -date employing mechanism, background training and wrong evaluative system,the article involves several measures like having talents by three policies,decreasing stresses,fair police assessment and preferential treatment.
