服务型警务模式下防范未成年人犯罪的家庭功能优化研究——基于家庭功能弱化的视角

Study on juvenile delinquency family optimization function under Service-oriented policing Model——the Perspective based on family function weakening

现阶段我国未成年人犯罪占到犯罪总数的一半以上,个别省份甚至超过80%,并且未成年人犯罪人数每年以15万左右的人数递增。联合国有关学者已把未成年人犯罪定性为为世界的"三大公害"。未成年人犯罪已严重影响到了社会治安秩序、未来人才培养和国家命运的发展。本文从法律上界定了我国的未成年人,分析了国内外专家学者对影响未成年人犯罪的家庭因素的研究,并探索了新形势下家庭功能结构优化路径。

At the present stage,juvenile delinquency in China accounted for more than half of the total number of crimes,individual provinces is even over 80%,and the number of juvenile delinquency increases about 150,000 each year.Scholars of the United Nations has characterized juvenile delinquency as the world's 'three major public nuisance '.Juvenile delinquency have a serious impact to the social order,personnel training and development of the nation's destiny in the future.The paper gives a legal definition of China minors,and foreign experts and scholars make the study of family factors affecting juvenile delinquency,and explore family functioning,structural optimization path in the new situation.
