对“非法”民间组织治安管控的思考

Feasibility Study on Public Security Control of the “illegal” civil Society Organizations

现代社会民间组织蓬勃发展,越来越频繁的参与社会活动,作为社会治安秩序的维护者与监控者,公安机关应该熟悉"非法"民间组织在现代社会中的内涵与外延,这既是完善本职工作的基本要求,还是适应社会发展变化节奏的一项关键因素。而公安机关对民间组织治安管控可以遵循三个方面的脉络进行研究:首先,社会管理创新理念为公安机关关注民间组织提供思想指导;其次,社会转型、利益调整为公安机关应对民间组织的治安影响搭建平台;再次,民间组织的方兴未艾为公安机关研究民间组织的思路提供了实践经验。

Modern society civil organizations are flourishing and more and more frequently participate in social activities,as the defenders and monitor of the social order,public security organs should be familiar with the connotation and denotation of 'unlawful' civil society organizations in modern society,which is not to improve the basic requirements of their jobs,but to meet a key factor for social development and changes.The public security organs control civil society organizations which can research follow the three aspects:First,social management and innovative ideas provide ideological guidance for the public security organs concerned about the non-governmental organizations;Second,social transformation,adjustment of interests can set a platform for the public security organs to deal with the impact of law and order in civil society organizations;Thirdly,civil society organizations in the ascendant provide practical experience for the idea of the public security organs studying civil society organizations.
