在高等教育走"以提高办学水平和人才培养质量为核心的内涵式发展"道路的形势下,提高高校基层学院治理能力越来越重要。本文以高校管理实践为基础,探讨学院治理能力提升的途径是制度构建,包括科学建立制度,严格执行制度,公正监督制度,全员遵守制度。

It has been a trend for higher education to take the way of intensive development whose core is to improve school running level and talent training quality. Therefore, it is becoming more and more important to improve the administration abilities of basic schools in universities. This research is based on the governance practices of universities and explores the approaches to improve school administration abilities, among which, the key is system construction,including constructing systems scientifically, executing systems strictly, monitoring systems equally, and complying with the system universally.
