摘要
文章依据规划文本的比较分析,揭示西北五省区抢抓丝绸之路经济带战略机遇的内在逻辑。西北五省区在战略定位、战略目标、区域内空间布局与合作、对外合作的重点区域和主要领域等方面呈现共性与个性并存的特点,但目前仍存在许多不足:战略目标之间存在相互冲突的风险、存在低水平重复建设和无序竞争的挑战、省区之间的合作机制缺乏、风险的防范意识不高等。因此,基于比较优势和比较利益的原则,寻求各省区差异化发展与区域整体协同发展相结合的创新路径,以各具特色的省域战略对接国家总体战略,提高区域整体的竞争力,是西北地区建设丝绸之路经济带的根本出路。
Based on the comparative analysis of planning, this paper reveals the inherent logic that northwest five provinces and autonomous regions seize the Silk Road Economic Belt strategic opportunities. The five provinces and autonomous regions in Northwest China have the characteristics of commonality and individuality in strategic positioning, strategic objectives, regional spatial layout and cooperation, key areas and major areas of foreign cooperation. However, there are still many deficiencies: conflicting risks between strategic objectives, challenges of low-level duplication construction and disorderly competition, lack of cooperation mechanism among provinces and autonomous regions, and low awareness of risk prevention. Therefore, based on the principle of comparative advantage and comparative benefit, seeking the innovation path of combining the difference development of provinces and regions with the coordinated development of the whole region, according to the distinctive provincial strategy docked with country's overall strategy, improve the overall competitiveness of the region. It is the fundamental outlet for the construction of the Silk Road Economic Belt in the Northwest China.
