摘要
经过二十几年的艰苦创业,北仑教育经历了以普及义务教育为抓手推动教育整体发展的夯实奠基阶段、以均衡发展为指向实施素质教育的整体提升阶段和以人为本理念统领教育和谐发展的锐意创新阶段。在均衡发展过程中,北仑教育形成了"办好每一所学校、开好每一门课程、教好每一个学生、成就每一位教师"的战略思路,使区域教育均衡化发展落到实处。"北仑现象"启示我们,均衡是教育发展的必然取向与基础,教育均衡的指向是以人为本,教育均衡的实质是以均衡促发展。
Education in Beilun has gone through three stages during more than 20 years' hard work.The first stage is the groundbreaking stage popularizing compulsory education.The second stage is the promoting stage carrying out quality education.The third is called innovation stage trying to realize harmonious development of education with human-oriented idea.During the balanced development process,education in Beilun has formed the strategic ideas of 'running each school effectively,giving each curriculum triumphantly,teaching each student elaborately,fostering each teacher successfully'.We draw inspiration from Beilun phenomenon as follows:balance is the inevitable orientation and foundation for educational development ;the essence of educational balance is to achieve development via 'balance'.
