摘要
在教育成为一种普遍的民生诉求和重要的利益对象,并与各种社会利益关系密切的当今社会,各地出台的"素质教育新规",实质是对越来越混乱和畸变的教育利益关系进行的必要调整。这些"新规"在协调和缓解原先一些利益矛盾的同时,却又产生一些新的利益矛盾,使一些隐性的利益矛盾显化为一种利益冲突。通过以成都市"五项禁令"为例进行政策分析,建议各地在制定与执行"素质教育新规"时,政策制定应基于教育利益分析,政策目标应促进教育利益实现,政策过程应加强教育利益协调。
Nowadays,education has become a kind of important general interest object of the appeal of people's livelihood,which is closely related with all kinds of social interests.Therefore,the'New Regulation of Quality-oriented Education' issued by various regions is essentially a kind of necessary adjustment on the increasingly disordered and distorted educational interests relationship.When the former interests contradictions have been coordinated and remitted by the 'New Regulation',some new interests contradictions come with it,which have made some recessive interests contradictions become a sort of interests conflict.By analyzing the policy of 'Five Prohibitions' of Chengdu City,it is suggested that in formulating and implementing 'New Regulation of Quality-oriented Education',the following principles should be adhered to:the formulation of the policy of quality-oriented education should be based on the analysis of educational interests,the goal of policy should facilitate the realization of educational interests,the process of the implementation of the policy should reinforce the coordination of educational interests.
