构建新型国际关系需要增加“全球质量安全治理”的维度，“质量安全”与国家形象相关联，也是“质量外交”的依托。“质量安全”作为一种超越不同安全领域的关系型价值，具有“镶嵌安全”与“场域安全”的特性，因此对构建新型国际关系有着特别重要的意义。“质量安全”是总体国家安全的基石，是塑造国家形象、提升质量外交的前提，也是构建人类命运共同体的重要保障。没有了质量安全，“合作共赢”的基础就会被消解，“相互尊重”与“公平正义”也难以达到，一个国家所建立起来的“国际关系”大厦终将倾倒。“质量安全”需要全世界的共同维护，“深化全球质量合作交流”，“通过质量连接世界”，积极参与“全球质量安全共同体”建构是中国参与“全球质量治理”与构建新型国际关系的重要路径。

The construction of a new type of international relations requires a new dimension of ＂global quality security governance＂. Quality security is linked to a state＇s international image and is also an important base for ＂quality diplomacy＂. As a type of relational value which goes beyond different security fields, quality security has the characteristics of ＂embedded security＂ and ＂field security＂, and thus it is of special significance for constructing a new type of international relations. Quality security is the cornerstone of overall national security. It is also the prerequisite for shaping a state＇s international image and promoting quality diplomacy, as well as guaranteeing the construction of a community of shared future for mankind. Without quality security, the foundation of ＂win-win cooperation＂ will be eliminated, and mutual trust and fairness and justice can hardly be achieved. The maintenance of quality security requires the participation of the whole world. Deepening global quality communication, connecting the world through quality, and participating the construction of the global community of quality security are important ways for China to participate in the global governance of quality security and the construction of a new type of international relations.
