摘要
文章引入网络层次分析法(ANP),对工程质量监督人员监管能力进行有效建模。以德尔菲法和多专家群体综合评判法输入专家意见,利用超级决策软件,输出各指标权重和被评价工程质量监督人员能力的定量描述。结果表明:建立的工程质量监督人员能力评价模型有效性良好,具有较高的可信度,可作为工程质量监督人员能力评价的一个“起点”,通过最终评价结果的合理应用,提升工程质量监督人员能力。
This paper brings in the analytic network process (ANP) method to effectively model the supervision ability of con- struction quality supervisory personnel. Delphi method and expert group comprehensive evaluation method are used to input ex- pert opinions, and super decision software used to output index weights and quantitative description which serves the purpose of assessing the capability of the construction quality supervisors. The study result shows that the construction quality supervisory personnel' s ability evaluation model has good effectiveness and high credibility, and can be used as a "starting point" of construc- tion quality supervisors' ability evaluation to improve the capability of construction quality supervision staff by applying the final evaluation results appropriately.
