和合文化视野下我国基层协商民主的包容性建构及其限度

The Inclusive Construction and Limitation of China's Grassroots Deliberative Democracy from the Perspective of Chinese Harmonious Culture

我国基层协商民主与和合文化之间具有一定的契合性,立足于中层理论的维度,建构一个基于场域、关系与机制的分析框架,探讨和合文化视野下我国基层协商民主的建构逻辑,发现包容差异性是其主线。和合文化由于其自身的历史局限性,它的某些要素也会在一定意义上阻滞我国基层协商民主的健康发展,在新的历史条件下,推动我国基层协商民主朝着广泛、多层、制度化方向发展,既要从和合文化中汲取有益要素,也要反思和总结和合文化中的阻滞成分,那就是,警惕和合文化型塑的场域压制个体主体性和正当利益诉求;防止和合文化维持的关系滑向特殊主义;避免和合文化确立的机制在运行中相互掣肘。

There is certain compatibility between the grassroots deliberative democracy and Chinese harmonious culture. Based on middle-range theory, this paper constructs an analytical framework based on field, relationship and mechanism, discusses the constructive logic of grassroots deliberative democracy from the perspective of Chi- nese harmonious culture, and finds that inclusive differentiation is the core. Because of its own historical limitations, we should be wary that some elements of Chinese harmonious culture will block the healthy development of grassroots deliberative democracy in a certain sense. Under the new historical conditions, we should not only draws useful elements from Chinese harmonious culture, but also reflect on and summarize the blocking elements in Chinese harmonious euhure in promoting the development of grassroots deliberative democracY in a broad, multi-layered and institutionalized direction. That is, we should be vigilant against the suppression of field shaped by Chinese harmonious culture on individual subjectivity and the legitimate interests appeal, prevent the relationship of maintaining the harmonious culture from sliding toward the specialism, and avoid mutual restraint of mechanisms of the harmonious culture established in operation.
