摘要
东北地区由于存在人力资本积累速度缓慢、流失、投资不足等问题,造成人力资本明显不足,这对东北地区的人才红利效应、经济发展活力、技术创新能力和产业结构转型升级产生直接影响。如何增加人力资本存量,提高人力资本质量,使人力资本成为创新驱动发展的核心,是东北老工业基地全面振兴和经济转型的关键。东北地区应通过多元投入,加大人力资本投资力度;通过引育结合,集聚人力资本发展力量;通过政策激励,激发人力资本创新动力;通过完善服务,优化人力资本发展环境。
Due to the slow accumulation of human capital,loss,and lack of investment,the human capital in Northeast China is obviously insufficient. This has a direct impact on talent bonus,economic development,technological innovation and industrial structure transformation and upgrading in Northeast China. How to increase the stock of human capital,improve the quality of human capital and make human capital the core of innovation driven development are the keys to the revitalization and economic transformation of the old industrial base in Northeast China. The northeast region should diversify the source of funds and increase the investment of human capital,combine introduction and cultivation to gather the strength of human capital development,motivate the innovation of human capital through incentive policy and improve services and optimize human capital development environment.
