太白县公益林生态效益补偿政策落实现状分析及对策探讨

Analysis of the Current Situation of Ecologicalbenefit Compensation Policy for Public-benefit Forests and its Countermeasures in Taibai County

分析了太白县公益林生态效益补偿政策落实现状、特点,指出了太白县公益林生态效益补偿政策落实过程中存在如下问题:(1)生态效益补偿兑付过程中,承包大户因公益林承包面积过大,与一般农户产生矛盾;(2)贯彻落实国家、省兑付政策时,太白县实施的"三次分配"与现有补偿基金管理办法之间存在矛盾;(3)地方公益林补偿标准与国家级公益林补偿标准相差过大;(4)受政策影响集体公益林林权流转受限、抵押贷款受限;(5)扶持项目少、补助标准低,承包公益林对一般农户脱贫致富作用不大;提出了完善《太白县森林生态效益补偿基金管理实施细则》、提高公益林生态效益补偿标准、发展林下经济、拓宽公益林流转范围、加强公益林经营管理等对策。

This paper analyses the current situation of ecological-benefit compensation policy for public-benefit forests in Taibai County.The problems in the implementation of ecological-benefit compensation policy were pointed as follows：i）In the process of payment for the ecological-benefit compensation,there is contradiction between the Large-sized households contracting oversize of the forest area and ordinary households;ii）In the Implementation of payment policy of both the Central Government and the Province,there is contradiction between the＂three installment approach＂adopted by Taibai County and the rules of current compensation fund management;iii）Huge discrepancy of compensation standards exists between the local public-benefit forests and the national public-benefit forests;iv）Circulation of the collective public-benefit forest property right as well as loan on mortgage of forest property right is limited by the policy;v）Contracting public-benefit forests will not help much for the ordinary households to get rid of poverty,due to limited poverty alleviation projects and low subsidy standard.The countermeasures for the improvement of forest ecological-benefit compensation fund management regulations in Taibai County was proposed as increasing ecological-benefit compensation standard of public-benefit forests,development of under-forest economy,broadening the public-benefit forest property right circulation,and strengthening the management of public-benefit forests.
