在中国政治场景里,地方政府机会主义是一种较为普遍存在的事实现象,鉴于中国地方政府行为的重要关涉性影响、行为空间的广阔性以及地方政府在国家治理现代化事业中的定位,有必要将地方政府机会主义纳入研究视野中来,但实际研究情形是,中国地方政府机会主义并未获得匹配得当的关注度。已有研究聚焦于对政府机会主义内涵、类型、生成和后果的探讨,描绘出了政府机会主义的基本轮廓,但是还有推进空间:需要对政府机会主义做出更为明确清晰的界定,理清政府机会主义行为与政府合理的自主性行为、腐败行为、创新行为的边界;需要以更宏阔的视角整合碎化的政府机会主义表现形式;需要对地方政府机会主义生成出更丰富立体的解释;需要更客观中道地呈现地方政府机会主义的效应。

In the Chinese political scene, local government opportunism is a relatively universal phenomenon. Given the significant implications of local government behavior in China, the expansiveness of the behavior space, and the localization of local government in the national governance modernization, it is necessary to bring local government opportunism into the research field, but the reality is that Chinese local government opportunism has not received the right attention. The informed research has focused on the discussion of the connotation, type, generation and consequence of government opportunism, depicting the basic outline of government opportunism, but there is room for advancement. We need to make more clear definition for the government opportunism, clarify its boundary from government＇s reasonable autonomy, corrupt behavior and innovation behavior; we need to integrate the fragmentation of government opportunism expression in a more grand view; we need a fuller explanation for the generation of local government opportunism; the effeet of local government opportunism needs to be presented more objectively.
