云南促进“带”“廊”衔接的交通物流体系研究

Study on the Strategy of Promoting the Transportation and Logistics Systems Connecting the “Belt”and the “Corridor”in Yunnan

设施联通是共建"一带一路"优先领域。孟中印缅经济走廊与长江经济带战略凸显出云南的区位优势,构建衔接"廊""带"的交通物流体系成为云南省建设面向南亚东南亚辐射中心的首要任务。基于促进云南省构建"廊""带"衔接的战略构想,本文提出了"一轴两翼三区一门户"的空间布局,通过梳理综合交通体系与现代物流体系的现状与瓶颈,并针对总体走向、重要节点和物流方式,认为云南要融入长江经济带,连通孟中印缅经济走廊,须加快推进"核心轴线"铁路和公路干线的建设,做好滇中城市圈骨架公路网和铁路网建设;增强"东北端"水富港通达长江经济带的水陆联运能力,做好航道整治和翻坝建设,提升金沙江航道通航能力,建设沿金沙江高等级公路;尽快启动"西南端"瑞丽通达缅甸、印度、孟加拉国的能力,并做好与沿线城市互通互联。

The uni -com of facilities is the priority part in the ＂Belt and Road＂ project. The strategies of BCIM economic corridor and the Yangtze River Economic Belt have highlighted the location advantages of Yunnan. Thus, the construction of the transportation and logistics system linking the ＂corridor＂ and the ＂belt＂ has become a primary task for Yunnan to become a radiation center facing south Asia and Southeast Asia. Based on the concept of promoting Yunnan to construct its connection with the ＂corridor＂ and the ＂belt＂, this paper proposes the space layout of ＂one axes, two wings, three areas and one gateway＂, combs the present situation and problems of comprehensive transportation system and modern logistics system, and puts forward some in the general trend, important nodes and logistics. Firstly, for Yunnan to integrate into the Yangtze River economic belt and connect BCIM economic corridor, we should accelerate the construction of the railways of ＂central axis＂ and trunk highways as well as that of highway and railway frame networks of the central Dian city circle. Secondly, we should enhance the water and land transport capacity of the Shuifu Port in the northeast of Yunnan that is the access to the Yangtze River Economic Zone, dredge the related waterway and dam to improve the navigation ability of Jinsha River, and build high - class highways along Jinsha River. Finally, we should facilitate the access of Ruili in the southwest of Yunnan to Burma, India and Bangladesh as soon as possible, and establish interconnection with the cities along the line as well.
