Only by the rule of law would it establish a fair system to guarantee the sharing of education resource, the admission and promotion of civil servants, the market access etc. to be fair. Opening up the ＂Bottom＂ ascending channel by the rule of law will ensure the children of bottom could be treated equally and thus they can get healthy and free development, promote identity of every person to society, social integration, participation, break stratum hereditary, and promote the normal flowing between various social classes, thus a vibrant, flowing, fresh and a harmonious society could be established to serve as a platform of for growth and development of each social citizen.
