摘要
我国高校编制管理经历了探索实施、初步规范、基本成熟三个发展阶段。编制管理是高校人事管理的重要基础,也是国家对高校进行财政拨款的主要依据,在促进高校人力资源配置、优化人员结构比例、推进高校规范发展等方面发挥了重要作用,但也存在政策滞后、核定方式简单、用工双轨制等问题。随着我国高等教育改革的纵深推进,国家将探索高校不纳入编制管理的改革,同时探索构建系列配套制度,进一步发挥高校办学自主性,促进高校市场竞争活力,提高高校办学效益。
The management of university authorized faculty size has experienced three stages in the development of Chinese higher education:tentative implementation,preliminary standardization and near maturity.Authorized size management is an important foundation of university personnel management and the main gauge for state financial appropriation as well.It has played an important role in improving university human resources allocation,optimizing the faculty structure,and promoting the orderly development of universities.In the meanwhile,such management has also been found to be inadequate in that the related policies often lag behind the realistic demands,that the method in authorizing the faculty size is much too simple,and that double-track recruitment still exists.With the deepening higher education reform,China is exploring the way of excluding universities out of the authorized size management and the way of enhancing the independence of universities in school running.
