浅析药物经济学评价与医疗保险预算影响分析的差异

Analysis on the Differences between the Pharmacoeconomic and the Budget Impact Analysis

目的科学评估药物经济学评价相关方法的合理性与适用性;降低人口老龄化、医疗保障需求提升等趋势对我国医疗保险基金亏空造成的风险。方法通过文献阅读、对比分析等方法,简要探讨药物经济学评价和医疗保险预算影响分析的研究方法、应用领域及其差异。结果药物经济学评价和医疗保险预算影响分析在研究目的、研究角度、目标人群和研究方法等多个方面存在差异。结论虽然二者存在一定的差异性,但也存在较强的互补性。将二者联用能够充分评估某一药物的经济性水平,有助于平稳我国医疗保险基金的运行。

Objective To reduce the risk of a deficit which China＇s health insurance fund is facing with the aging population,increasing demand of medical insurance and some other problems and to further consider the rationality of the cost-effectiveness evaluation of drug and to select the appropriate method for scientific evaluation.Methods This paper discusses the research methods,applied fields of Pharmacoeconomic and Budget Impact Analysis and differences between them through literature reading,comparative analysis and some other ways.Results Pharmacoeconomic and Budget Impact Analysis differ from each other in research purposes,research perspective, target populations, research methods and other aspects.Conclusions They share some differences to a certain degree,however,there is some complementarity between the two.The combination of the two methods can comprehensively assess the cost-effectiveness of a certain drug and help to stabilize the operation of China＇s medical insurance fund.
