东南亚海域油气合作开发前景展望

近年来,南海地缘政治形势发生重大变化,中国和东盟国家海域油气合作开发展现了良好的前景。有利条件包括:政治互信和经济合作的发展为进一步开展海上油气合作奠定了基础;中国和东盟已有在海上进行油气合作勘探开发的良好先例;已具备进行海上勘探开发的技术条件;可望获得有力的金融支持;东南亚海域在石油地质上有许多共性,可互相借鉴;区域各国面临着发展油气工业的迫切需要。但是,还必须积极灵活地应对可能出现的波折,针对不同国家在海上油气合作上的不同态度,建议采取不同对策,先易后难逐步发展。争取以海域和陆上油气工业链上中下游的全面合作促进中国与东盟关系的持续发展。

Great changes have taken place in the geopolitical situation in the South China Sea in recent years, the cooperation and development of oil and gas in the sea area between China and ASEAN countries show a good prospect. The favorable conditions are follows： mutual political trust and the development of economic cooperation have laid a new foundation for further cooperation in the sea. There are good precedents for cooperative exploration and development of oil and gas at sea, the technical conditions for marine exploration and development have already been provided, strong financial support is expected. The sea area of Southeast Asia has many similarities and can learn from each other in petroleum geology, the urgent need for the development of the oil and gas industry is faced. But it is also necessary to respond positively and flexibly to the new possible twists and turns. Different countermeasures should be taken to the different attitudes of oil and gas cooperation on the sea, and it should develop gradually at first and keep developing from the easy to difficult. It should be strived for that comprehensive cooperation from upstream to downstream in industry chain of the sea and the land oil and gas industry, so that the sustainable development of China - ASEAN relations could be promoted.
