Practice and enlightenment of supply chain management in foreign oil and gas industry

油气行业供应链包括从地质勘探到产品销售等主要环节,呈典型的"1+N"供应链模式,由于链条长且交叉复杂,存在传导滞后和偏差。近年来,国外油气行业在加强和改进供应链管理方面采取了一系列措施,包括提升供应链的可视化和自动化水平、加强供应链合作伙伴关系、增强合规性管理、推动物流整体优化,以及针对非常规油气资源的运营特点,有效调整供应链管理等。建议在中国石油集团战略管理和生产运营中引入供应链理念,把加强供应链管理与公司内部市场化改革结合起来,整合内部供应链与外部供应链,探索新型合作伙伴关系,建立完善大物流管理体系,并尽早开发建设集团级的供应链管理信息系统。

A Oil and gas supply chain covers the whole process from geological exploration to oil products sales, which is a typical ＂1＋N＂ model. However, due to its length and complexity, there is conduction lag and deviation in oil and gas supply chain. Recently, foreign oil and gas industry has adopted a series of measures to improve supply chain management including enhancing visualization and automation, strengthening partnership, improving compliance management, promoting overall logistics optimization, and effective adjustment according to the characteristics of unconventional oil and gas operations, etc. It is suggested that CNPC should introduce the concept of supply chain in the strategic management and production operation, focus on the combination of the integration and internal and external supply chains, explore new types of partnership, establish and improve the big logistics management system, develop and build a group level supply chain management information system as soon as possible.
