香港建设“世界一流大学”的质量保障措施与政策经验

Hong Kong's Quality Assurance Measures and Policy Experience of Building “World-class Universities”

香港进行世界一流大学建设成效卓著,这与其良好的质量控制和质量保障密切相关,香港的质量保障措施对我国内地的"双一流"建设具有重要启示和借鉴价值。香港的世界一流大学建设以卓越学科带动一流大学建设为战略路径,为保证和提升高等教育质量,香港建立了内外结合的质量保障体系,政府鼓励多元竞争性的教育经费投入,高校以国际化视野和办学标准定位发展战略。借鉴香港经验,我国内地需要完善高校自我评估体系,建立相对独立的第三方拨款和评估机构,设立捐赠配比专项资金,实现高等教育国际化和本土化的和谐发展。

The construction of the world-class university in Hong Kong has achieved remarkable success, which is closely related to its good quality control and quality assurance. The quality assurance measures in Hong Kong have important implications and reference value for the ＂Double World-class＂ construction in China's Mainland. The Hong Kong＇s construction of world first-class university led the construction of first-class university of excellence for the strategic path. To ensure and improve the quality of higher education, Hong Kong has established a quality assurance system which combines its internal and external aspects. Furthermore, the government encourages diversified and competitive edu- cation funds, and encourages universities to position their development strategy from an international perspective and school running standard. Drawing on the experience of quality assurance in Hong Kong, the universities in China's Mainland needs to improve the self-evaluation system of higher educa- tion institutions. Additionally, they are suggested to set up a relatively independent third-party funding and evaluation agency and build a special fund for donation ratio, to realize the harmonious development of internationalization and localization of higher education.
