新时代如何根除官僚主义与形式主义滋生土壤

Eradicating the Foundation of Bureaucracy and Formalism in the New Era

高度重视作风建设是马克思主义政党的显著特点,坚持与发扬优良作风是中国共产党的政治优势;但纵观党的作风建设的历史与现实,官僚主义与形式主义始终是执政党作风建设的"大敌"。尽管在不同历史时期官僚主义与形式主义的表现有所不同,但万变不离其宗,二者始终相辅相成、惺惺相惜、如影随形,二者的本质就在于权力异化与责任虚化。尽管导致官僚主义与形式主义的因素有许多,但从执政党建设角度看,党性观念、管党治党责任、作风建设态度、领导与管理体制机制、选人用人机制、权力监督与制约机制等,始终是主要的内在影响因素。新时代要根治官僚主义与形式主义,必须多管齐下、标本兼治,尤其要全面深化相关体制机制改革与党政机构改革,有效破除滋生官僚主义与形式主义的土壤。

It is the prominent characteristic of Marxist political parties to attach importance to the style of work, and it is also the political advantage of the CPC to uphold the fine style of work. But throughout the history of the Party striving to improve its style of work, bureaucracy and formalism have always been the main enemy of the ruling party. Although bureaucracy and formalism have been manifested in different forms in different historical periods, they are fundamentally similar and could not be separated from each other, and their essence is power alienation and absence of responsibilities. Many factors could cause bureaucracy and formalism, and from the perspective of the ruling party, the main factors are internal ones such as the concept of party nature, the responsibility of governing the party, attitude toward style of work, the management systems and mechanisms, personnel selection and appointment, and power supervision and restraint mechanism. In order to eradicate the foundation of bureaucracy and formalism, we must take multi-pronged measures and address both the symptoms and root cause, and pay special attention to deepen reform of the relevant systems and mechanisms as well as the Party and government organizational structure.
