开放政府数据从开放转向开发:问题和建议被引量：15

摘要推动数据的开发应用成为当前开放政府数据的重心。当前的研究成果主要集中在数据开放层面,而对应用层面的研究十分缺乏。梳理比较了国内外推动政府数据有效应用的三类主要模式,以上海政府数据应用大赛"SODA"为调研对象,发现数据应用过程中存在着人才流动与合作不足、项目的落地情况不容乐观等主要问题,进一步提出推进政府数据开发应用的若干建议,建立从"需求侧"倒推"供给侧"的数据开放优化路径。
