摘要
"一带一路"战略的不断推进不仅为中国和西非的经贸关系发展带来了前所未有的机遇,也为中资企业在西非开展基础设施建设及运营等互联互通项目提供了机会。在分析西非海港群现状的基础上,根据港口发展等级的影响因素,构建西非海港发展等级评价指标体系;采用主成分分析法和聚类分析法相结合的评价方法,定量分析西非海港群内部状况,并据此将西非17个海港划分为3个发展等级。最后针对性地给出中资企业在西非港口开发的建议:优先考虑加强建设一类港口,并以港口工程建设为依托,用PPP等新模式逐步推动港口类投资项目的开展。
The continuous promotion of the ＂ One Belt and One Road＂ strategy provides unprecedented opportunities for the development of economic and trade relations between China and West Africa, and provides opportunities for Chinese-funded enterprises to carry out West African interoperability projects in infrastructure construction and operation. Based on the analysis of West African seaports＇ situation, we constructed the evaluation index system for the development level of the West African seaports based on the influencing factors of the development level of the seaports. By using the method of principal component analysis and cluster analysis, we quantitatively analyzed the internal conditions of the West African seaports, and divided 17 West African seaports into 3 developmental levels accordingly. In the end, we gave suggestions to Chinese-funded enterprises about the development of West African seaports： give priority to strengthening the construction of first class of seaports, and rely on the port construction, use the PPP or other new models to gradually promote the development of port investment projects.
