大科学基础设施管理国际经验借鉴——以巴特尔纪念研究所为例

美国国家实验室管理引入类似巴特尔这样专业化、第三方的管理机构,对于我国如何避免重入"科研机构行政化运作"的封闭循环具有很好的借鉴意义。建议我国以建设张江国家综合实验室为载体,率先探索"建管并举""管办分离"的国家实验室管理新体制,尝试建立一套不同于传统行政事业机构的第三方管理新路,支持培育发展第三方专业化科研服务集成商。

The introduction of professional and third-party management agencies like Battel into the management of the US National Laboratory has a good reference for China to avoid entering the closed loop of the administrative operation of scientific research institutions^ again. Our country should take the construction of the Zhangjiang National Comprehensive Laboratory as its carrier, take the lead in exploring the new system of national laboratory management that ＂：to stress construction as standard management” and ＂to separate and operation＂,and try to establish a set of new third-party management roads that different from traditional administrative agencies？and cultivate and develop the specialized scientific research service integrators.
