Learning from California's Manufacturing Innovation Ecosystem to Promote the High-quality Development of Shanghai's Manufacturing Industry

衔接研发与本地制造、建立起高效运转的制造业创新生态系统,是金融危机后美国加州能够实现制造业持续转型发展的关键。上海制造业发展面临产业规模与企业数量等多维增长乏力、就业岗位贡献持续下降、人才吸引受到"双重挤压"、创新驱动力不足、劳动生产率提升缓慢等突出问题,亟需精细化创新治理。对标加州实践,上海要从创新主体强化、创新网络构建、创新人才培养等方面优化制造业创新生态,促进上海制造业高质量发展。

Connecting R＆D with local manufacturing and establishing an efficient manufacturing innovation ecosystem are the key to achieve continuous transformation and development of manufacturing industry in California after the financial crisis. The development of manufacturing industry in Shanghai is facing many outstanding problems, such as the lack of multi-dimensional growth such as industrial scale and number of enterprises, the continuous decrease of employment position, the attraction of talents being attracted by “double extrusion”,the lack of innovation driving force,and the slow promotion of labor productivity,they are in urgent need of refined and innovative governance. In accordance with Californians practice, Shanghai should optimize the innovation ecology of manufacturing industry from the aspects of its main body,network construction and talent training, and promote the high quality development of the manufacturing industry in Shanghai.
