黑龙江东部地区地方本科院校转型发展问题探析

On the Problems of the Transformation and Development of Local Universities in the Eastern Part of Heilongjiang Province

地方本科院校转型发展不仅是贯彻落实国务院关于全面振兴东北地区等老工业基地的教育部署,推动教育教学综合改革、构建现代教育体系的重大举措,也是经济发展方式转变、产业结构转型升级的紧迫要求。当前,黑龙江地方政府、地方高校、研究机构这三方在地方本科高校转型发展的问题上已经达成了共识,加快高等教育结构调整刻不容缓,因此研究黑龙江省东部地区地方本科院校转型发展对地方高校转型具有指导意义。

The transformation of local undergraduate universities is not only the implementation of the State Council＇s comprehensive Revitalization of North East China and other old industrial base,but alse the promotion of comprehensive reform and construction of modern education system. It is also the urgent requirements of the transformation of industrial structure and upgrading. At present,local government,universities and research institutions have reached a consensus on the transformation and development of local universities. It is urgent to speed up the structural adjustment of higher education. This paper mainly studies the problems of the transformation and development of local universities in eastern Heilongjiang province.
