摘要
通过调查发现,农村土地确权工作中还存在宣传工作不到位,相关人员工作不高效,经费投入不充分,人员素质不过硬等共性问题。共性问题之成因,主要有人员认识有欠缺,招标沟通有遗漏,财力支付有迟滞,多方配合有瑕疵等多个方面。要解决这些共性问题,就必须针对性地采取通过深化确权理念做实宣传工作,通过协同联动提高工作效率,通过足额预算保证经费充盈,通过鞭策监督强化公司建设等对策思路。
Through investigation,we find that there still exist some common problems in the confirmation of rural land right,such as inadequate propaganda,inefficient related personnel,inadequate investment and rigid personnel quality. The causes of those problems lies in lack of knowledge,omission of public bidding communication,delay in financial payment,and many factors. To solve these problems,we must deepen the propaganda and improve the work efficiency,ensure full funding by filling the budget,strengthening supervision to the company.
