摘要
十九大报告提出的"全面实施绩效管理"是对政府治理理念和方式的重大改革,影响深远。本文在厘清绩效和绩效管理概念的基础上,从财政改革、行政改革和政府治理三方面解析了此项改革的重大意义,并进一步明确全面绩效管理的范围、模式和原则,从领导机制、评价机构、指标体系和信息系统等四个方面进行了路径和方法研究。
Comprehensive Implementation of Performance management, which put forward by the Report of the 19th National Congress of the Communist Party of China, is a far-reaching reform of government administration's concept and methods. On the basis of clarifying the concepts the paper expounds the significance of the reform from three aspects: fiscal reform, administrative reform and government administration, and puts forward some Suggestions on the path and method of reform implementation from four aspects : leading mechanism, evaluation agencies, index system and information system by further analyzing the scope, mode and principle of the reform.
